Lisbon Treaty Article 50
1. Any Member State may decide to withdraw from the Union in accordance with its own constitutional requirements.

2. A Member State which decides to withdraw shall notify the European Council of its intention. In the light of the guidelines provided by the European Council, the Union shall negotiate and conclude an agreement with that State, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the Union. That agreement shall be negotiated in accordance with Article 218(3) of the Treaty on the Functioning of the European Union. It shall be concluded on behalf of the Union by the Council, acting by a qualified majority, after obtaining the consent of the European Parliament.

3. The Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period.

4. For the purposes of paragraphs 2 and 3, the member of the European Council or of the Council representing the withdrawing Member State shall not participate in the discussions of the European Council or Council or in decisions concerning it.

A qualified majority shall be defined in accordance with Article 238(3)(b) of the Treaty on the Functioning of the European Union.

5. If a State which has withdrawn from the Union asks to rejoin, its request shall be subject to the procedure referred to in Article 49.

Any European State which respects the values referred to in Article 2 and is committed to promoting them may apply to become a member of the Union. The European Parliament and national Parliaments shall be notified of this application. The applicant State shall address its application to the Council, which shall act unanimously after consulting the Commission and after receiving the assent of the European Parliament, which shall act by an absolute majority of its component members. The conditions of admission and the adjustments to the Treaties on which the Union is founded, which such admission entails, shall be the subject of an agreement between the Member States and the applicant State. This agreement shall be submitted for ratification by all the contracting States in accordance with their respective constitutional requirements. The conditions of eligibility agreed upon by the European Council shall be taken into account.

Hi CC,

I can hardly believe it but I think it is a great result and shows that there are still a majority in this country with a functioning brain and a backbone. Of course we will be made to suffer for having the audacity to go against the PTSB but it is a big step in the right direction and now we have the opportunity to do all the things you have listed... and then some.

We need to put the pressure on to start the exit now rather than later because they will try procrastinate instead of putting the people's will into effect. We live in interesting times: now more hopeful ones than this time last week.

Two days after voting ‘out’ of the European Union, over 2 million Brits have signed a petition calling for a second vote, as many feel dissatisfied with the outcome of the referendum.
The petition on the British parliament website was posted before the June 23 referendum, urging the government to hold another vote on EU membership if the support for ‘leave’ or ‘remain’ campaigns will be less than 60 percent of the populace. Thursday’s referendum saw only 51.9 per cent of voters supporting the idea of exiting the bloc, while 48.9 per cent voted to stay.
Only British citizens or UK residents have the right to sign the petition, and it has proved to be increasingly popular, with the number of signatories rising sharply on Saturday, at a rate of some 1,000 signatures per minute at one point. The website indicates the majority of those who signed the petition are based in regions where ‘stay’ support was strongest. This includes London, where people launched their own petition, calling on Mayor Sadiq Khan to declare the capital city an independent state and apply for EU membership.
Scotland was also among the regions that voted to remain in the bloc, with all 32 local authorities or roughly 62 percent of Scots backing staying in the EU. Scottish First Minister Nicola Sturgeon said on Saturday that the Scottish government will immediately engage in talks with the EU to protect Scotland’s position in the bloc. She added steps were being taken regarding a possible second independence referendum.

I think whoever said on the UK Column forum that we need a petition of our own was right. After decades of EU dictatorship there appear to be those among us who have forgotten the definition of democracy and who want to follow the EU's example: when you dont get the result you want force people to vote again until they vote the way you want or ignore the result altogether. How very European (dictatorship) of this crowd. Don't you think?

IMO we voted as a United Kindom and the outcome is of a United Kingdom. We haven't been reduced to regions in the European project just yet...and hopefully never will be. Are these people democrats or something else? Like the something else the majority of people here have voted to reject?

It's time for those of us who want democracy within a Sovereign country to insist on it. If these people want to live in a dictatorship let them move to Brussels and fight to be elected there ( to the advisory and completely irrelevant to anything real EU stage set of a parliament)to act as a mask for the unelected but all powerful EU commission.

Remainers often tell us to think of our children, and I’m doing precisely that. I am thinking, not just about the EU as it is now, but about the diminished role that a surly, introverted Europe will have in their lifetime. And that makes my decision very easy.
1. ‘We need to co-operate with our neighbours,’ say Remainers, as if someone somewhere were objecting to the idea. Were the EU simply a common market, a regional bloc like Nafta or Asean, no one would have a problem with it. What makes the EU different from every other international association is that it legislates for its members. In any conflict between a parliamentary statute and the ruling of a Brussels institution, the latter takes precedence. This legal supremacy, which was not challenged during the renegotiation, is the basis for the political merger of the member states. The EU has acquired, one by one, the attributes and trappings of nationhood: a president and a foreign minister, citizenship and a passport, treaty-making powers, a criminal justice system, a written constitution, a flag and a national anthem. It is these things that Leavers object to, not the commerce and co-operation that we would continue to enjoy, as every neighbouring country does.
2. The EU is not a free-trade area; it is a customs union. The difference may seem technical, but it goes to the heart of the decision we face. Free-trade areas remove barriers between members and, economists agree, tend to make participants wealthier. Customs unions, by contrast, erect a common tariff wall around their members, who surrender the right to strike individual trade deals. From the start, the EEC prioritised politics over economics and opted for a customs union as the means to a political union.

Britain is one of only two of 28 member states that sell more to the rest of the world than to the EU. We have always been especially badly penalised by the EU’s Common External Tariff. Unlike Switzerland, which enjoys free trade with the EU at the same time as striking agreements with China and other growing economies, we must contract out our trade policy to a European commissioner — at present, as it happens, a former sociology lecturer from Sweden.
We have (because the EU has) no trade agreements with China, India or most other Commonwealth countries. EU–Australia talks are being held up by a dispute over Italian tomatoes. Even the EU-Canada deal, which everyone thought was agreed, now risks being vetoed by Romania because of an unrelated row about visas for Romanians wishing to enter Canada. It’s a costly failure. In 2006, the EU was taking 55 per cent of our exports; last year, it was down to 45 per cent. What will it be in 2030 — or 2050?
3. We can hardly accuse Eurocrats of being shy about their plans. The Five Presidents’ Report sets out a plan for the amalgamation of fiscal and economic policies — a process that can only take place among the 28 states as a whole, since there is no legal mechanism for eurozone-only integration. The Belgian commissioner Marianne Thyssen has a plan for what she calls ‘social union’ — i.e. harmonisation of welfare systems. Jean-Claude Juncker wants a European army, which the Commission describes as ‘a strategic necessity’. These are not the musings of outlandish federalist think tanks: they are formal policy statements by the people who run Brussels.
The EU, in short, is responding to the euro and migration crises in the way it responds to everything: with deeper integration. Because Britain kept its currency and its passport checks, we have other options.

Supporters of membership have never been able to answer the crucial question asked by the leader of Norway’s No campaign in 1994: ‘To what problem is the EU a solution?’
Back in 1975, when the UK held its previous referendum, the then European Economic Community (EEC) did seem to offer answers.
This was the era of the three-day week, government controls on prices and incomes, power cuts, double-digit inflation, deficits and strikes.
Britain was in economic decline, outperformed by every European economy. When British people looked across the Channel, they saw what looked like a success story.
The then six members of the EEC had bounced back from World War II while we were close to collapse, dragged down by war debt, inflation, low productivity and lack of competitiveness. Linking ourselves to Germany’s ‘economic miracle’ seemed sound sense.
Yet almost from that very moment, the problem we thought we were solving was changing. Although no one knew it at the time, the European economic miracle was coming to an end.
Just as Britain decided to join, Europe was about to be outstripped by other parts of the world. Our timing could not have been worse.
What’s more, for the sake of closer trade ties across the Channel, we cut our links with Commonwealth countries we had long done business with and set aside sensible habits and traditions that had stood us in good stead for generations.
We were an island and a maritime nation with global reach, yet we chose to tie ourselves down to a mere continent.
People can argue over whether that made sense at the time, but what is indisputable is that it makes no sense today.
Never before has geographical proximity mattered less. In the internet age, a company in Luton can as easily do business with a firm in Ludhiana, India, as with one in Ljubljana, Slovenia.

Supporters of the EU like to tell anyone who’ll listen that ‘around half our exports’ go to the EU. ‘Around’ is a flexible word. In 2006, 54.7 per cent of Britain’s exports went to the EU. In 2015, it was 44.6 per cent. Where will it be ten years from now?

Britain's departure from the EU turned nasty yesterday as furious European leaders ordered the UK to leave ‘as soon as possible’.
One French minister even took the extraordinary step of demanding that David Cameron be replaced within days in a bid to railroad the UK into potentially punitive exit negotiations.
The Prime Minister will also be shut out of this week’s key summit on the impact of the Brexit vote, as the stark reality of Britain’s diminished status became clear.
As messages from the Continent hardened, Britain’s EU Commissioner, Lord Hill of Oareford, was forced to step down, while the future also looked bleak for the estimated 1,500 Britons working in Brussels institutions.
EU Commission President Jean-Claude Juncker said on Friday: ‘It is not an amicable divorce, but it was not an intimate love affair anyway.
‘I do not understand why the British Government needs until October to decide whether to send the divorce letter to Brussels. I’d like it immediately.’

Senior Labour MP David Lammy has urged Parliament to "stop this madness" and vote to overturn the result of the EU referendum.
The former minister said the Commons should "bring this nightmare to an end through a vote in Parliament".
The MP for Tottenham added: "Our sovereign Parliament needs to now vote on whether we should exit the EU.

The petition demanding a second referendum on Britain's EU membership is under investigation by authorities over allegations of fraud, it emerged today.
Thousands of signatures were found to have been from overseas, which is illegal for petitions posted on the Government website.
The move has been backed by more than 3.3million names - a record for petitions on the Parliament website - forcing MPs to consider the proposals for a re-run.
It also emerged today that the founder of the petition, which demands a re-count of the referendum because turnout was less than 75 per cent and the margin of victory was smaller than 20 per cent, is a Brexit supporter.
William Oliver Healey, a final year student at De Montfort University, set up the petition in case the Leave campaign lost by s slim margin but ironically it was hijacked by Remain supporters after Thursday's 4 per cent win for Brexit.
However, among the backers are people in the United States, Germany, France and even Syria.
More than 40,000 signatures come from people who said they live in Vatican City - a tiny state with just 800 residents. Civil servants are now investigating allegations of fraudulent sign-ups.
