Fast-track Hands the Money Monopoly to Private Banks - Permanently

In March 2014, the Bank of England let the cat out of the bag: money is just an IOU, and the banks are rolling in it. So wrote David Graeber in The Guardian the same month, referring to a BOE paper called “Money Creation in the Modern Economy.” The paper stated outright that most common assumptions of how banking works are simply wrong. The result, said Graeber, was to throw the entire theoretical basis for austerity out of the window.

The revelation may have done more than that. The entire basis for maintaining our private extractive banking monopoly may have been thrown out the window. And that could help explain the desperate rush to “fast track” not only the Trans-Pacific Partnership (TPP) and the Trans-Atlantic Trade and Investment Partnership (TTIP), but the Trade in Services Agreement (TiSA). TiSA would nip attempts to implement public banking and other monetary reforms in the bud.

The Banking Game Exposed

The BOE report confirmed what money reformers have been saying for decades: that banks do not act simply as intermediaries, taking in the deposits of “savers” and lending them to borrowers, keeping the spread in interest rates. Rather, banks actually create deposits when they make loans. The BOE report said that private banks now create 97 percent of the British money supply. The US money supply is created in the same way.

Graeber underscored the dramatic implications:

. . . [M]oney is really just an IOU. The role of the central bank is to preside over a legal order that effectively grants banks the exclusive right to create IOUs of a certain kind, ones that the government will recognise as legal tender by its willingness to accept them in payment of taxes. There’s really no limit on how much banks could create, provided they can find someone willing to borrow it.

Politically, said Graeber, revealing these facts is taking an enormous risk:

Just consider what might happen if mortgage holders realised the money the bank lent them is not, really, the life savings of some thrifty pensioner, but something the bank just whisked into existence through its possession of a magic wand which we, the public, handed over to it.

If money is just an IOU, why are we delivering the exclusive power to create it to an unelected, unaccountable, non-transparent private banking monopoly? Why are we buying into the notion that the government is broke – that it must sell off public assets and slash public services in order to pay off its debts? The government could pay its debts in the same way private banks pay them, simply with accounting entries on its books. What will happen when a critical mass of the populace realizes that we’ve been vassals of a parasitic banking system based on a fraud – that we the people could be creating money as credit ourselves, through publicly-owned banks that returned the profits to the people?

Henry Ford predicted that a monetary revolution would follow. There might even be a move to nationalize the whole banking system and turn it into a public utility.

It is not hard to predict that the international bankers and related big-money interests, anticipating this move, would counter with legislation that locked the current system in place, so that there was no way to return money and banking to the service of the people – even if the current private model ended in disaster, as many pundits also predict.

And that is precisely the effect of the Trade in Services Agreement (TiSA), which was slipped into the “fast track” legislation now before Congress. It is also the effect of the bail-in policies currently being railroaded into law in the Eurozone, and of the suspicious “war on cash” seen globally; but those developments will be the subject of another article.

TiSA Exposed

On June 3, 2015, WikiLeaks released 17 key documents related to TiSA, which is considered perhaps the most important of the three deals being negotiated for “fast track” trade authority. The documents were supposed to remain classified for five years after being signed, displaying a level of secrecy that outstrips even the TPP’s four-year classification.

TiSA involves 51 countries, including every advanced economy except the BRICS (Brazil, Russia, India, China, and South Africa). The deal would liberalize global trade in services covering close to 80% of the US economy, including financial services, healthcare, education, engineering, telecommunications, and many more. It would restrict how governments can manage their public laws, and it could dismantle and privatize state-owned enterprises, turning those services over to the private sector.

Recall the secret plan devised by Wall Street and U.S. Treasury officials in the 1990s to open banking to the lucrative derivatives business. To pull this off required the relaxation of banking regulations not just in the US but globally, so that money would not flee to nations with safer banking laws.  The vehicle used was the Financial Services Agreement concluded under the auspices of the World Trade Organization’s General Agreement on Trade in Services (GATS). The plan worked, and most countries were roped into this “liberalization” of their banking rules. The upshot was that the 2008 credit crisis took down not just the US economy but economies globally.

TiSA picks up where the Financial Services Agreement left off, opening yet more doors for private banks and other commercial service industries, and slamming doors on governments that might consider opening their private banking sectors to public ownership.

Blocking the Trend Toward “Remunicipalization”

In a report from Public Services International called “TISA versus Public Services: The Trade in Services Agreement and the Corporate Agenda,” Scott Sinclair and Hadrian Mertins-Kirkwood note that the already formidable challenges to safeguarding public services under GATS will be greatly exasperated by TiSA, which blocks the emerging trend to return privatized services to the public sector. Communities worldwide are reevaluating the privatization approach and “re-municipalizing” these services, following negative experiences with profit-driven models. These reversals typically occur at the municipal level, but they can also occur at the national level.

One cited example is water remunicipalization in Argentina, Canada, France, Tanzania and Malaysia, where an increasing frustration with broken promises, service cutoffs to the poor, and a lack of integrated planning by private water companies led to a public takeover of the service.

Another example is the remunicipalization of electrical services in Germany. Hundreds of German municipalities have remunicipalized private electricity providers or have created new public energy utilities, following dissatisfaction with private providers’ inflated prices and poor record in shifting to renewable energy. Remunicipalization has brought electricity prices down. Other sectors involved in remunicipalization projects include public transit, waste management, and housing.

Sinclair and Mertins-Kirkwood observe:

The TISA would limit and may even prohibit remunicipalization because it would prevent governments from creating or reestablishing public monopolies or similarly “uncompetitive” forms of service delivery. . . .

Like GATS Article XVI, the TISA would prohibit public monopolies and exclusive service suppliers in fully committed sectors, even on a regional or local level. Of particular concern for remunicipalization projects are the proposed “standstill” and “ratchet” provisions in TISA. The standstill clause would lock in current levels of services liberalization in each country, effectively banning any moves from a market-based to a state-based provision of public services. This clause . . . would prohibit the creation of public monopolies in sectors that are currently open to private sector competition.

Similarly, the ratchet clause would automatically lock in any future actions taken to liberalize services in a given country. . . . [I]f a government did decide to privatize a public service, that government would be unable to return to a public model at a later date.

That means we can forget about turning banking and credit services into public utilities. TiSA is a one-way street. Industries once privatized remain privatized.

"Considering the fracture pattern, seen in the pictures and videos taken at the site, the camp could have been shelled, either intentionally or by mistake, by rocket artillery, which is in active use in the area by militants from the terror group Al-Nusra Front," Major-General Igor Konashenkov, Russian Defense Ministry spokesman, said on Friday.
He added that after analyzing photographs and video footage from the devastated camp available online, it became evident that "there are no airstrike shell craters or other signs of an airstrike."
The Russian Defense Ministry states there were no air sorties over the area of the refugee camp on the day of the attack or on the day prior to it.
"We have analyzed airspace objective control data for the area as of May 4 and 5, 2016. There were no flights of Russian or any other aircraft over the camp area," Konashenkov stressed.
"Since [Thursday] many international media outlets, citing the UK-based Syrian Observatory for Human Rights, have been reporting an airstrike that hit the refugee camp in Northern Idlib province, near the town of Sarmada.

The Third World War is currently being fought. How long before it moves into its hot stage?
Washington is currently conducting economic and propaganda warfare against four members of the five bloc group of countries known as BRICS—Brazil, Russia, India, China, and South Africa. Brazil and South Africa are being destabilized with fabricated political scandals. Both countries are rife with Washington-financed politicians and Non-Governmental Organizations (NGOs). Washington concocts a scandal, sends its political agents into action demanding action against the government and its NGOs into the streets in protests.
Washington tried this against China with the orchestrated Hong Kong “student protest.” Washington hoped that the protest would spread into China, but the scheme failed. Washington tried this against Russia with the orchestrated protests against Putin’s reelection and failed again.
To destablilze Russia, Washington needs a firmer hold inside Russia. In order to gain a firmer hold, Washington worked with the New York mega-banks and the Saudis to drive down the oil price from over $100 per barrel to $30. This has put pressure on Russian finances and the ruble. In response to Russia’s budgetary needs, Washington’s allies inside Russia are pushing President Putin to privatize important Russian economic sectors in order to raise foreign capital to cover the budget deficit and support the ruble. If Putin gives in, important Russian assets will move from Russian control to Washington’s control.
In my opinion, those who are pushing privatization are either traitors or completely stupid. Whichever it is, they are a danger to Russia’s independence.

As I have often pointed out, the neoconservatives have been driven insane by their arrogance and hubris. In their pursuit of American hegemony over the world, they have cast aside all caution in their determination to destabilize Russia and China.
By implementing neoliberal economic policies urged on them by their economists trained in the Western neoliberal tradition, the Russian and Chinese governments are setting themselves up for Washington. By swallowing the “globalism” line, using the US dollar, participating in the Western payments system, opening themselves to destabilization by foreign capital inflows and outflows, hosting American banks, and permitting foreign ownership, the Russian and Chinese governments have made themselves ripe for destabilization.
If Russia and China do not disengage from the Western system and exile their neoliberal economists, they will have to go to war in order to defend their sovereignty.

TTIP—American Economic Imperialism

Greenpeace has done that part of the world whose representatives are so corrupt or so stupid as to sign on to the Trans-Pacific and Trans-Atlantic “partnerships” a great service. Greenpeace secured and leaked the secret TTIP documents that Washington and global corporations are pushing on Europe. The official documents prove that my description of these “partnerships” when they first appeared in the news is totally correct.
These so-called “free trade agreements” are not trade agreements. The purpose of the “partnerships,” which were drafted by global corporations, is to make corporations immune to the laws of sovereign countries in which they do business. Any country’s sovereign law whether social, environmental, food safety, labor protections—any law or regulation—that impacts a corporation’s profits is labeled a “restraint on trade.” The “partnerships” permit corporations to file a suit that overturns the law or regulation and also awards the corporation damages paid by the taxpayers of the country that tried to protect its environment or the safety of its food and workers.
The law suit is not heard in the courts of the country or in any court. It is heard in a corporate tribunal in which corporations serve as judge, jury, and prosecutor.
In other words, the “partnerships” give global corporations the power to overturn democratic outcomes. Allegedly, Europe consists of democracies. Democracies pass laws protecting the environment and the safety of food and labor, but these laws democratically enacted reduce profits. Anything less than a sweatshop, with starvation wages, no environmental protection, no safety legislation for food or worker, can be overturned at will by global corporations under the terms of the “partnerships.”
Only a traitor, a well paid one, could sign such a pact.
In my opinion, corporate taxation can also be overturned as it obviously reduces profits.
The Trans-Atlantic and Trans-Pacific “partnerships” have been conducted in secrecy. The reason is obvious. Had people known how they were being sold out, there would have been a firestorm of protest. The corporate shills and their propagandists in the financial media could deny my revelations, because I had no official documents to release.
The “partnership” agreements are treaties. Under the US Constitution, treaties are the prerogative of Congress, not the prerogative of an executive branch appointed Trade Representative who represents not the people but the corporations seeking the advantage. To avoid the US Constitution, the agreements are defined as non-treaties. You see how the groundwork for corruption is established.
The way it works is that the appointed US Trade Representative “negotiates” with appointed trade representatives of other countries. Any resistance to the deal is overcome with bribes and intimidation. All of the negotiation is conducted in secrecy. When the trade representatives sign on to the deal, it is presented to the legislatures of the countries. The legislators are told that they must approve the pact and not endanger all the hard work that has gone on for so long and that is in everybody’s interest as attested to by all of the bribed and coerced trade representatives.
These “trade pacts” originate in the US, because American global corporations and the American mega-banks are the largest players in the world economy, and the agreements that the corporations walk through the process give the American companies economic hegemony over the countries that sign the agreements. The Trans-Atlantic and Trans-Pacific “partnerships” are tools of US financial imperialism.

Panama Papers Source Offers Documents To Governments, Hints At More To Come
Source known only as John Doe says income inequality "one of the defining issues of our time" and calls on governments to address it.
The anonymous whistleblower behind the Panama Papers has conditionally offered to make the documents available to government authorities.
In a statement issued to the German newspaper Süddeutsche Zeitung and the International Consortium of Investigative Journalists, the so-called “John Doe” behind the biggest information leak in history cites the need for better whistleblower protection and has hinted at even more revelations to come.
Titled “The Revolution Will Be Digitized” the 1800-word statement gives justification for the leak, saying that “income inequality is one of the defining issues of our time” and says that government authorities need to do more to address it.
Süddeutsche Zeitung has authenticated that the statement came from the Panama Papers source. The statement in full:
The Revolution Will Be Digitized

Income inequality is one of the defining issues of our time. It affects all of us, the world over. The debate over its sudden acceleration has raged for years, with politicians, academics and activists alike helpless to stop its steady growth despite countless speeches, statistical analyses, a few meagre protests, and the occasional documentary. Still, questions remain: why? And why now?
The Panama Papers provide a compelling answer to these questions: massive, pervasive corruption. And it’s not a coincidence that the answer comes from a law firm. More than just a cog in the machine of “wealth management,” Mossack Fonseca used its influence to write and bend laws worldwide to favour the interests of criminals over a period of decades. In the case of the island of Niue, the firm essentially ran a tax haven from start to finish. Ramón Fonseca and Jürgen Mossack would have us believe that their firm’s shell companies, sometimes called “special purpose vehicles,” are just like cars. But used car salesmen don’t write laws. And the only “special purpose” of the vehicles they produced was too often fraud, on a grand scale.
Shell companies are often associated with the crime of tax evasion, but the Panama Papers show beyond a shadow of a doubt that although shell companies are not illegal by definition, they are used to carry out a wide array of serious crimes that go beyond evading taxes. I decided to expose Mossack Fonseca because I thought its founders, employees and clients should have to answer for their roles in these crimes, only some of which have come to light thus far. It will take years, possibly decades, for the full extent of the firm’s sordid acts to become known.
In the meantime, a new global debate has started, which is encouraging. Unlike the polite rhetoric of yesteryear that carefully omitted any suggestion of wrongdoing by the elite, this debate focuses directly on what matters.
In that regard, I have a few thoughts.
For the record, I do not work for any government or intelligence agency, directly or as a contractor, and I never have. My viewpoint is entirely my own, as was my decision to share the documents with Süddeutsche Zeitung and the International Consortium of Investigative Journalists (ICIJ), not for any specific political purpose, but simply because I understood enough about their contents to realize the scale of the injustices they described.
The prevailing media narrative thus far has focused on the scandal of what is legal and allowed in this system. What is allowed is indeed scandalous and must be changed. But we must not lose sight of another important fact: the law firm, its founders, and employees actually did knowingly violate myriad laws worldwide, repeatedly. Publicly they plead ignorance, but the documents show detailed knowledge and deliberate wrongdoing. At the very least we already know that Mossack personally perjured himself before a federal court in Nevada, and we also know that his information technology staff attempted to cover up the underlying lies. They should all be prosecuted accordingly with no special treatment.
