The Next Phase of the Middle East War.
Pentagon “Guidelines” for “Preemptive” Nuclear Strikes against “Rogue Enemies”

By Prof Michel Chossudovsky
Global Research, June 24, 2015, 4 September 2006
This article written 9 years ago discusses the evolution of the Middle East War. The US-NATO design involves a timeline of military interventions. The ongoing wars on Syria, Iraq and Yemen are part of a military roadmap which is ultimately directed against Iran.
In the wake of the 2006 war on Lebanon,  Israel announced plans to wage a pre-emptive “full-scale war” against Iran and Syria, implying the deployment of both air and ground force. These war plans in 2006-2007 were said to be at the top of the defense agenda as confirmed in a September 2006 Sunday Times report (highlights added):
“Israel is preparing for a possible war with both Iran and Syria, according to Israeli political and military sources.”
“The challenge from Iran and Syria is now top of the Israeli defense agenda, higher than the Palestinian one,” said an Israeli defense source. Shortly before the war in Lebanon Major-General Eliezer Shkedi, the commander of the air force, was placed in charge of the “Iranian front”, a new position in the Israeli Defense Forces. His job will be to command any future strikes on Iran and Syria.” (…)
In the past we prepared for a possible military strike against Iran’s nuclear facilities,” said one insider, “but Iran’s growing confidence after the war in Lebanon means we have to prepare for a full-scale war, in which Syria will be an important player.” (Sunday Times, 3 September 2006)

The aerial bombing plans have been fully operational (“in an advanced state of readiness”) since June 2005. The various components of the military operation are firmly under US Command, coordinated by the Pentagon and US Strategic Command Headquarters (USSTRATCOM) at the Offutt Air Force base in Nebraska.
Today, US-NATO in liaison with Israel are waging a broader war in the Middle East while also deploying troops and military hardware in East Europe on the border with Russia.
The issue is not whether the war will inevitably take place but what are the instruments at our disposal which will enable us to shunt and ultimately disarm this global military agenda. What is required is a grass roots antiwar network, a mass movement at national and international levels, which challenges the legitimacy of the main military and political actors, as well as their corporate sponsors, and which would ultimately be instrumental in unseating those who rule in our name.
Michel Chossudovsky, June 24, 2015

Israel’s war on Lebanon is an integral part of a US sponsored “military roadmap”.
The war on Lebanon, which has resulted in countless atrocities including the destruction of  the nation’s economy and civilian infrastructure, is ”a stage” in a sequence of carefully planned military operations.
Lebanon constitutes a strategic corridor between Israel and North-western Syria. The underlying objective of this war was the militarization of Lebanon, including the stationing of foreign troops, as a precondition for carrying out the next phase of a broader military agenda.
Formally under a UN mandate, the foreign troops to be stationed on Lebanese soil on the immediate border with Syria, will be largely although not exclusively from NATO countries. This military force mandated by the UN Security Council is by no means neutral. It responds directly to US and Israeli interests.
Moreover, the timely withdrawal of Syrian troops, following the  February 2005 assassination of former Prime Minister Rafik Hariri has contributed to opening up a “new space”. The withdrawal of Syrian troops served Israeli interests.  The timely pullout was of strategic significance: it was a major factor in the timing and planning of the July 2006 IDF attacks on Lebanon.
In the aftermath of the Israeli bombings and the “ceasefire”,  UN Security Council Resolution 1701, drafted by France and the US in close consultation with the Israeli government, has paved the way for the militarization of Lebanon, under a bogus UN mandate.

The Next Phase of the Middle East War
Confirmed by official statements and military documents,  the US in close coordination with Britain (and in consultation with its NATO partners),  is planning to launch a war directed against Iran and Syria. US Ambassador to the UN John Bolton has already initiated the draft of a UN Security Council resolution with a view to imposing sanctions on Tehran for its alleged (nonexistent) nuclear weapons program. Whether this resolution is adopted is not the main issue. The US may decide to proceed in defiance of the Security Council, following a veto by Russia and/or China. The vote of France and Britain, among the permanent members has already been secured.
US military sources have confirmed that an aerial attack, pursuant to a sanctions regime on Iran, with or without UN approval, would involve a large scale deployment comparable to the US “shock and awe” bombing raids on Iraq in March 2003:

American air strikes on Iran would vastly exceed the scope of the 1981 Israeli attack on the Osiraq nuclear center in Iraq, and would more resemble the opening days of the 2003 air campaign against Iraq. Using the full force of operational B-2 stealth bombers, staging from Diego Garcia or flying direct from the United States, possibly supplemented by F-117 stealth fighters staging from al Udeid in Qatar or some other location in theater, the two-dozen suspect nuclear sites would be targeted.
Military planners could tailor their target list to reflect the preferences of the Administration by having limited air strikes that would target only the most crucial facilities … or the United States could opt for a far more comprehensive set of strikes against a comprehensive range of WMD related targets, as well as conventional and unconventional forces that might be used to counterattack against US forces in Iraq
(See Globalsecurity.org at http://www.globalsecurity.org/military/ops/iran-strikes.htm

In November 2004, US Strategic Command conducted a major exercise of a “global strike plan” entitled “Global Lightening”. The latter involved a simulated attack using both conventional and nuclear weapons against a “fictitious enemy” [Iran]. Following the “Global Lightening” exercise, US Strategic Command declared “an advanced state of readiness”.
The operational implementation of the Global Strike is called CONCEPT PLAN (CONPLAN) 8022. The latter is described as “an actual plan that the Navy and the Air Force translate into strike package for their submarines and bombers,’
The command structure of the operation is centralized and ultimately The Pentagon will decide on the sequence; ” if and when” to launch military operations against Iran and Syria. Israeli military actions and those of other coalition partners including Turkey, would be carried out in close coordination with the Pentagon.

Ground War
While the threat of punitive aerial bombardments of Iran’s nuclear facilities have been announced repeatedly by the Bush administration, recent developments suggest that an all out ground war is also under preparation.
CONPLAN constitutes only one component of the Middle East military agenda. CONPLAN 8022 does not contemplate a ground war. It posits “no boots on the ground”, which was the initial assumption envisaged in relation to the proposed aerial attacks on Iran.
US and Israeli military planners are fully aware that the aerial “punitive bombings” will almost inevitably lead coalition forces into a ground war scenario in which they will have to confront Iranian and Syrian forces in the battlefield.
Tehran has confirmed that it will retaliate if attacked, in the form of ballistic missile strikes directed against Israel as well as against US military facilities in Iraq, Afghanistan and the Persian Gulf, which would immediately lead us into a scenario of military escalation and all out war.
Iranian troops could cross the Iran-Iraq border and confront coalition forces inside Iraq. Israeli troops and/or Special Forces could enter into Syria.
The foreign troops stationed in Lebanon under UN mandate would respond to the diktats of the US led coalition and the prior commitments reached with Washington and Tel Aviv in the context of the various military alliances (NATO-Israel, Turkey-Israel, GUUAM, etc).

War Games
These military preparations have also been marked, quite recently, by the conduct of war games.
In late August, Iran was involved in the conduct of war games in major regions of the country, including border areas with Turkey, Iraq, Azerbaijan, Pakistan and Afghanistan. Iran’s Defense Minister General Mostafa Mohammad Najjar has confirmed the deployment of enhanced military capabilities including weapons systems and troops on the Iranian border:  “[Iranian] forces are supervising all movements by trans-regional troops and their agents around the Iranian borders” (FARS news, 2 September 2006)

Iran War Games August 2006.
Barely acknowledged by the Western media, military exercises organized by Russia, Kazakhstan, Kyrgyzstan and Tajikistan under the Collective Security Treaty Organization, (CSTO) were also launched in late August. These war games, officially tagged as part of a counter terrorism program, were conducted in response to US-Israeli  military threats in the region including the planned attacks against Iran. (See Michel Chossudovsky, August 2006). In turn, China an Kazakhstan held concurrent war games under the auspices of the Shanghai Cooperation Organization (SCO).
Azerbaijan and neighboring Georgia have close military ties to Washington. Both countries are part of GUUAM, a military alliance with the US and NATO.
Turkey is a close ally of Israel. Since 2005, Israel has deployed Special Forces in the mountainous areas of Turkey bordering Iran and Syria with the collaboration of the Ankara government:  Pakistan is also a close ally of the US and Britain. Georgia also has a military cooperation agreement with Israel.
Meanwhile, the USS Enterprise, America’s largest aircraft carrier is en route to the Persian Gulf.

US Troop Build-up
US troops in Iraq have been increased to 140,000 as confirmed by recent Pentagon statements (Reuters, 2 September 2006) These plans have been coupled with a the compulsory recall of “inactive servicemen” as well as the expansion of mercenary forces. (Mahdi Darius Namzaroaya, August 2006)
The Pentagon justifies the troop build-up as part of a “routine” process of replacement and rotation, required in its ongoing war against “terrorists” in Iraq. The speeding up of military recruitment is also occurring in the core countries of the Anglo-American coalition including Great Britain. Australia and Canada (see also Recruiting Canada).  Canada and Australia are aligned with the US. Australian Prime Minister John Howard as well as Canada’s Steven Harper have confirmed their commitment to the US-Israeli war and have promised an expansion of the armed forces in their respective countries.
Meanwhile British troops stationed in Iraq have been redeployed to the Iranian border in southern Iraq. This redeployment has been casually presented by Britain’s Ambassador to Iraq as part of a “crack down on smuggling and the entrance of weapons into Iraq from Iran”.

While British officials are maintaining no desire or preparations for a conflict with Iran, more British troops are being mobilized and deployed to Iraq at the same time. The Light Infantry of the 2nd Battalion, another unit with rapid deployment capabilities, is deploying to the southern Iraqi border with Iran. The 2nd Battalion is being sent to Iraq under the pretext of working in the Rear Operations Battle Group which will provide escorts for military convoys and security for British forces and bases in Basra. (See Mahdi Darius Namzaroaya, August 2006)

The Role of Israel
In the wake of the war on Lebanon. Israel’s military plans and pronouncements are increasingly explicit. Tel Aviv has announced plans to wage a pre-emptive “full-scale war” against Iran and Syria, implying the deployment of both air and ground force. These war plans are now said to at the top of the defense agenda:

“Israel is preparing for a possible war with both Iran and Syria, according to Israeli political and military sources.”
“The challenge from Iran and Syria is now top of the Israeli defense agenda, higher than the Palestinian one,” said an Israeli defense source. Shortly before the war in Lebanon Major-General Eliezer Shkedi, the commander of the air force, was placed in charge of the “Iranian front”, a new position in the Israeli Defense Forces. His job will be to command any future strikes on Iran and Syria.”
In the past we prepared for a possible military strike against Iran’s nuclear facilities,” said one insider, “but Iran’s growing confidence after the war in Lebanon means we have to prepare for a full-scale war, in which Syria will be an important player.”
As a result of the change in the defense priorities, the budget for the Israeli forces in the West Bank and Gaza is to be reduced.” (Sunday Times, 3 September 2006)

Media Disinformation
The Western media is beating the drums of war.
The Sunday Times views Israel’s war plans as legitimate acts of self defense, to prevent Tehran from launching an all out nuclear attack on Israel:   “Iran and Syria have ballistic missiles that can cover most of Israel, including Tel Aviv. An emergency budget has now been assigned to building modern shelters.”
The fact that Iran does not possess nuclear weapons capabilities as confirmed by the IAEA report does not seem to be an issue for debate.
Media disinformation has contributed to creating an atmosphere of fear and intimidation. The announcement on August 10 by the British Home Office of a foiled large scale terror attack to simultaneously blow up as many as ten airplanes, conveys the impression that it is the Western World rather than the Middle East which is under attack.
Realities are twisted upside down. The disinformation campaign has gone into full gear. The British and US media are increasingly pointing towards  “preemptive war” as an act of “self defense” against Al Qaeda and the State sponsors of terrorism, who are allegedly preparing a Second 911.
The underlying objective, through fear and intimidation, is ultimately to build public acceptance for the next stage of the Middle East “war on terrorism” which is directed against Syria and Iran.
The antiwar movement has also been weakened.
While China and Russia will oppose the US led war at the diplomatic level as well as at the UN Security Council, Washington has secured the support of France and Germany. While Russia and China have military cooperation agreements with Iran, they would most probably not intervene militarily in favor of Iran.
NATO is broadly supportive of the US led military agenda. In February 2005, NATO signed a military cooperation agreement with Israel.

Nuclear Weapons against Iran
The use of tactical nuclear weapons by the US  and Israel against Iran, is contemplated, ironically in retaliation for Iran’s nonexistent nuclear weapons program.

Tactical Nuclear Weapons: B61-11 NEP Thermonuclear Bomb
The Bush administration’s new nuclear doctrine contains specific “guidelines” which allow for “preemptive” nuclear strikes against “rogue enemies” which “possess” or are “developing” weapons of mass destruction (WMD).  (2001 Nuclear Posture Review (NPR) and Doctrine for Joint Nuclear Operations (DJNO)).
CONPLAN 8022, referred to above, is ‘the overall umbrella plan for sort of the pre-planned strategic scenarios involving nuclear weapons.’

‘It’s specifically focused on these new types of threats — Iran, North Korea — proliferation and potentially terrorists too,’ he said. ‘There’s nothing that says that they can’t use CONPLAN 8022 in limited scenarios against Russian and Chinese targets.’(According to Hans Kristensen, of the Nuclear Information Project, quoted in Japanese economic News Wire, op cit)

The mission of JFCCSGS is to implement CONPLAN 8022, in other words to trigger a nuclear war with Iran.
The Commander in Chief, namely George W. Bush would instruct the Secretary of Defense, who would then instruct the Joint Chiefs of staff to activate CONPLAN 8022.
The use of nuclear weapons against Iran would be coordinated with Israel, which possesses a sophisticated nuclear arsenal.
The use of nuclear weapons by Israel or the US cannot be excluded, particularly in view of the fact that tactical nuclear weapons have now been reclassified  as a variant of the conventional bunker buster bombs and are authorized for use in conventional war theaters. (“they are harmless to civilians because the explosion is underground”).
In this regard, Israel and the US rather than Iran constitute a nuclear threat.

The World is at a Critical Crossroads
The Bush Administration has embarked upon a military adventure which threatens the future of humanity. This is not an overstatement. If aerial bombardments were to be launched against Iran, they would trigger a ground war and the escalation of the conflict to a much broader region. Even in the case of  aerial and missile attacks using conventional warheads, the bombings would unleash a “Chernobyl type” nuclear nightmare resulting from the spread of  nuclear radiation following the destruction of Iran’s nuclear energy facilities.
Throughout history, the structure of military alliances has played a crucial role in triggering major military conflicts. In contrast to the situation prevailing prior to the 2003 invasion of Iraq, America’s ongoing military adventure is now firmly supported by the Franco-German alliance. Moreover, Israel is slated to play a direct role in this military operation.
NATO is firmly aligned with the Anglo-American-Israeli military axis, which also includes Australia and Canada. In 2005, NATO signed a military cooperation agreement with Israel, and Israel has a longstanding bilateral military agreement with Turkey.
Iran has observer status in The Shanghai Cooperation Organization (SCO) and is slated to become a full member of SCO. China and Russia have far-reaching military cooperation agreements with Iran.
China and Russia are firmly opposed to a US-led military operation in the diplomatic arena. While the US sponsored military plan threatens Russian and Chinese interests in Central Asia and the Caspian sea basin, it is unlikely that they would intervene militarily on the side of Iran or Syria.
The planned attack on Iran must be understood in relation to the existing active war theaters in the Middle East, namely Afghanistan, Iraq and Lebanon-Palestine.
The conflict could easily spread from the Middle East to the Caspian sea basin. It could also involve the participation of Azerbaijan and Georgia, where US troops are stationed.
Military action against Iran and Syria would directly involve Israel’s participation, which in turn would trigger a broader war throughout the Middle East, not to mention the further implosion in the Palestinian occupied territories. Turkey is closely associated with the proposed aerial attacks.
If the US-UK-Israeli war plans were to proceed, the broader Middle East- Central Asian region would flare up, from the Eastern Mediterranean to the Afghan-Chinese border. At present, there are three distinct war theaters: Afghanistan, Iraq and Palestine-Lebanon. An attack directed against Iran would serve to integrate these war theaters transforming the broader Middle East Central Asian region into an integrated war zone. (see map above)
In turn the US sponsored aerial bombardments directed against Iran could contribute to triggering  a ground war characterized by Iranian attacks directed against coalition troops in Iraq. In turn, Israeli forces would enter into Syria.
An attack on Iran would have a direct impact on the resistance movement inside Iraq. It would also put pressure on America’s overstretched military capabilities and resources in both the Iraqi and Afghan war theaters. In other words, the shaky geopolitics of the Central Asia- Middle East region, the three existing war theaters in which America is currently, involved, the direct participation of Israel and Turkey, the structure of US sponsored military alliances, etc. raises the specter of a broader conflict. The war against Iran is part of a longer term US military agenda which seeks to militarize the entire Caspian sea basin, eventually leading to the destabilization and conquest of the Russian Federation.

The Pentagon’s Second 911
The economic and political dislocations resulting from this military agenda are far-reaching.
If the attacks directed against Iran and Syria were to proceed, martial law and/or a state of emergency could be declared in the US and possibly Britain on the pretext that the homeland is under attack by Iran sponsored terrorists. The purpose of these measures would essentially be to curb the antiwar movement and provide legitimacy to an illegal war.
The Pentagon has intimated in this regard, in an official statement, that another [9/11] attack could create both a justification and an opportunity to retaliate against some known targets [Iran and Syria]“. In a timely statement, barely a few days following the onslaught of the bombing of Lebanon, Vice President Cheney reiterated his warning: “The enemy that struck on 9/11 is fractured and weakened, yet still lethal, still determined to hit us again” (Waterloo Courier, Iowa, 19 July 2006, italics added).

Reversing the Tide of War
The issues raised in this article do not imply that the war will take place. What the analysis of official statments and military documents confirms is that:
a) the war is part of a political agenda;
b) military plans to launch an attack on Iran and Syria are “in an advanced stage of readiness”.
War is not an inevitable process. War can be prevented through mass action.
The issue is not whether the war will inevitably take place but what are the instruments at our disposal which will enable us to shunt and ultimately disarm this global military agenda.
War criminals occupy positions of authority. The citizenry is galvanized into supporting the rulers, who are “committed to their safety and well-being”. Through media disinformation, war is given a humanitarian mandate.
The legitimacy of the war must be addressed. Antiwar sentiment alone does not disarm a military agenda. High ranking officials of the Bush administration, members of the military and the US Congress have been granted the authority to uphold an illegal war.
The corporate backers and sponsors of war and war crimes must also be targeted including the oil companies, the defense contractors, the financial institutions and the corporate media, which has become an integral part of the war propaganda machine.
There is a sense of urgency. In the weeks and months ahead, the antiwar movement must act, consistently, and address a number of key issues:
1. The role of media disinformation in sustaining the military agenda is crucial.
We will not succeed in our endeavours unless the propaganda apparatus is weakened and eventually dismantled. It is essential  to inform our fellow citizens on the causes and consequences of the US-led war, not to mention the extensive war crimes and atrocities which are routinely obfuscated by the media. This is no easy task.  It requires an  effective counter-propaganda program which refutes mainstream media assertions.
It is essential that the relevant information and analysis reaches the broader public.   The Western media is controlled by a handful of powerful business syndicates. The media conglomerates which control network TV and the printed press must be challenged through cohesive actions which reveal the lies and falsehoods.
2. There is opposition within the political establishment in the US as well as within the ranks of the Armed Forces.
While this opposition does not necessarily question to overall direction of US foreign policy, it is firmly opposed to military adventurism, including the use of nuclear weapons. These voices within the institutions of the State, the Military and the business establishment are important because they can be usefully channeled to discredit and ultimately dismantle the “war on terrorism” consensus.  The broadest possible alliance of political and social forces is, therefore, required to prevent a military adventure which in a very real sense threatens the future of humanity.
3. The structure of military alliances must be addressed. A timely shift in military alliances could potentially reverse the course of history.
Whereas France and Germany are broadly supportive of the US led war, there are strong voices in both countries as well as within the European Union, which firmly oppose the US led military agenda, both at the grassroots level as well within the political system itself.
It is essential that the commitments made by European heads of government and heads of State to Washington be cancelled or nullified, through pressure exerted at the appropriate political levels. This applies, in particular, to the unbending support of the Bush adminstration, expressed by President Jacques Chirac and Chancellor Angela Merkel.
The weakening of the system of alliances which commits Western Europe to supporting the Anglo-American military axis, could indeed contribute to reversing  the tide. Washington would hesitate to wage a war on Iran without the support of France and Germany.
4. The holding of large antiwar rallies is important and essential. But in will not in itself reverse the tide of war unless it is accompanied by the development of a cohesive antiwar network.
What is required is a grass roots antiwar network, a mass movement at national and international levels, which challenges the legitimacy of the main military and political actors, as well as their corporate sponsors, and which would ultimately be instrumental in unseating those who rule in our name. The construction of this type of network will take time to develop. Initially, it should focus on developing an antiwar stance within existing citizens’ organizations (e.g. trade unions, community organizations, professional regroupings, student federations, municipal councils, etc.).
5. 9/11 plays a crucial and central role in the propaganda campaign.
The threat of an Al Qaeda “Attack on America” is being used profusely by the Bush administration and its indefectible British ally to galvanize public opinion in support of a global military agenda.
Revealing the lies behind 911 would serve to undermine the legitimacy of the “war on terrorism”.
Without 911, the war criminals in high office do not have a leg to stand on. The entire national security construct collapses like a deck of cards.
Known and documented, the “Islamic terror network” is a creation of the US intelligence apparatus. Several of the terror alerts were based on fake intelligence as revealed in the recent foiled “liquid bomb attack”. There is evidence that the several of the terrorist “mass casualty events” which have resulted in civilian casualties were triggered by the military and/or intelligence services. (e.g Bali 2002).
The “war on terrorism” is bogus. The 911 narrative as conveyed by the 911 Commission report is fabricated. The Bush administration is involved in acts of cover-up and complicity at the highest levels of government.

Harbinger of things to come with the changing climate.
"While climate scientists can't blame human-caused global warming for Pakistan's heat wave without a time-consuming study, several said it fits with what is expected from climate change.

"The deadly heatwave that has killed several hundred people in Karachi, Pakistan is clearly a harbinger of things to come with the changing climate," said Saleemul Huq, director of the International Center for Climate Change and Development in Bangladesh and a prominent climate scientist.

"Even if this particular event cannot be unequivocally attributed to human induced climate change, we can certainly expect such heat waves with greater frequency in future.
Numerous studies over the past three years show that the number of prolonged heat waves has soared, and scientists have calculated that about three quarters of record heat is due to human-caused climate change.

"I would estimate that the likelihood for such a heat wave in Pakistan would have increased several-fold due to global warming," said climate scientist Stefan Rahmstorf at the Potsdam Institute for Climate Research in Germany. "More likely than not, it would not have happened without global warming."

'Russian Aggression' - CBS Provides a Perfect Example of Imperial Disinformation
For CBS history began yesterday when Russia conducted military drills in its border areas thus justifying a massive NATO build up in Eastern Europe
The part where the US before that conducted its own drills and helped install an anti-Russian government in its key neighbor Ukraine never happened
Patrice Greanville (The Greanville Post)
Wed, Jun 24
Everything—and I mean that literally—everything in this item filed by CBS This Morning on 6.23.15 (below), is false. The object is, as usual, to sell the almost completely clueless and habitually semi-indifferent American public the idea that Russia is the new Nazi Germany, with Putin as the new Fuhrer, rampaging across Europe and grabbing, insatiably, one hapless nation after another in his march toward the conquest of the…whole Free World!
But wait! The US has heard the cries of the victims and those who fear the new Russian juggernaut…the poor onetime fascist Baltic nations and long-suffering, reactionary Poland, plus other quivering, nervous nations in Russia’s baleful sphere of influence…and the Pentagon, the rightful home of Captain America, champion of everything that is good and righteous in this and any other universe, is already on the job working to stop the bullies. So says Ashton Carter, the obsessive warmongering neocon currently serving as Secretary of Defense (an Orwellian title in an of itself given what the US normally does), and we should believe him—or should we?
Impudent propaganda
This CBS report, which should be preserved as a perfect example of Washington’s style of disinformation, manages to sport all the signatures of Western propaganda, a classic instance of in-your-face impudent Orwellianism at its best. The problem is that, as alert people already know, CBS, while excellent at disinformation, is far from alone: all US media behave more or less along the same lines, and the examples of highhanded lies abound, they are, in fact, the norm for anything of any social or political significance. Which means that maybe you can trust the weather and the crushingly boring sportscasts and not much else.
In any case, to fully appreciate why I call this an exceptional example of disinformation requires that you, an ordinary member of the US audience to whom such propaganda missiles are primarily aimed, already know (or have more than a good grasp of) a number of things:
• Who Ashton Carter is
• What Neocons are, what they do and where they come from
• Why Neocons are not only allowed to shape US policy but dominate it
• What America’s elites really want

Britain to step up training of Ukrainian armed forces
Jun 24, 2015
BRUSSELS (Reuters) - Britain said on Wednesday it would step up its training programme for Ukraine's armed forces as they battle pro-Russian separatist fighters in the east of the country.
Defence Secretary Michael Fallon said Britain would announce at a NATO meeting with Ukraine on Thursday plans to double spending on the training to around 6 million pounds ($9.4 million).
"We are doubling up our training of Ukrainian forces. We've already trained around 650. By this autumn we will have trained nearly 1,000," he told reporters.
"We've already been training in battlefield medicine, infantry skills, logistics, in tactical intelligence," he said.
To those tasks will be added training in medical evacuation, operating in winter conditions and reconnaissance skills.
Britain now has 75 trainers working at six sites in western Ukraine and that number will increase "a little" under the expanded programme, Fallon added.

Fascist Terror in Ukraine
Friday, May 1, 2015
The recent murder of journalist Oles Buzina has once again reveled the horrific nature of the Fascist US installed government in Ukraine. Not only is this Government waging a brutal Terror campaign on Novorossia constantly shelling civilians and unleashing Fascist death squads on the populace, It is also conducting a terror campaign in the territories it still controls targeting not just "separatists," and communists but anyone advocating a peaceful solution to the war. Kiev is waging a terror campaign against it's own citizens no one knows how many ordinary people have been tortured and murdered so far. In addition Ukraine passed draconian laws legally punishing dissent people have been sentenced to 10-15 Year prison terms on the suspicion of "separatism" laws that target any one who expresses sympathy for Novorossia or Russia. People have been sentenced to long prison terms merely for liking a post on Facebook. Torture has become systematic among the police military and the Fascist volunteer battalions like Azov and Aidar. Murders and disappearances are widespread. As I said we will never know how many ordinary people have perished but in their arrogance the Kiev regime has also been assassinating public figures opposition politicians and journalists. A string of murders have taken place which the Kiev regime transparently labeled suicides. Ukraine has also been intensifying attacks on Novorossia.
First I'll discuss two recent political developments in Ukraine. First several weeks ago notorious gangster oligarch Igor Kolmoisky engaged in a failed power struggle with President Petro Poroshenko over an oil company. Kolmoisky is infamous for many reasons. His business methods involve sending armed gangs to seize competitors factories and that was before the Maidain coup pushed Ukraine into total lawlessness. Today he is known for his support of infamous Neo-Nazi volunteer battalions like the Azov and Aidair battalions. Ironically he is also a staunch supporter of Israel with which he has close ties and dual citizenship. The paradox is explained by the fact that the Ukraine conflict began partly as revenge for Russia's support of Syria, and the new regime is closely allied to Israel which is why notorious neo-cons like John Kerry and Victoria Nuland played such a public role in the Maidan coup last year.

RI: This Is How Russia Will Cut Ukraine out of the Gas Business
Russia can either complete the prospective Turkish Stream pipeline to full capacity or else expand the existing Nord Stream pipeline
Simone Tagliapietra (Bruegel - European think tank)
Georg Zachmann Wed, Jun 24
Whichever way pipes are already being laid in the Black Sea
This is an eventful period for EU-Russia gas relations. Six months ago Russian President Vladimir Putin surprised the energy world by dismissing the long-prepared South Stream project in favour of Turkish Stream.
Like South Stream, Turkish Stream is intended to deliver 63 billion cubic metres (bcm) of gas per year through the Black Sea to Turkey and Europe by completely bypassing Ukraine from 2019.
Yesterday, during the St. Petersburg International Economic Forum 2015, Gazprom unexpectedly signed a set of Memorandums of Intent with the European gas companies E.ON, Shell and OMV.
These plan for the construction of two additional gas pipeline strings along the Nord Stream pipeline system that connects Russia and Germany through the Baltic Sea. This project would double the current capacity of Nord Stream from 55 bcm per year to 110 bcm per year.
Both Turkish Stream and an expanded Nord Stream indicate that Russia does not intend to abandon its position in the European market (by for example shifting attention to Asia).
As illustrated in the figure below, current EU-Russia gas trade is based on three key axes: the Nord Stream pipeline, the Yamal-Europe pipeline through Belarus and the pipeline system crossing Ukraine. Of these three routes, only the Ukrainian gas transportation system is not controlled by Gazprom.
Gazprom has asserted several times that it will cut off gas transits through Ukraine by the end of the decade. The current alternative routes (Nord Stream + Belarus), however, only present a capacity of 86.5 bcm per year. To maintain the current level of Russia’s exports (119 bcm in 2014) at least 35 bcm of additional pipeline capacity would be needed.
In fact, current capacities are not being fully exploited due to disputes over the access regime to the OPAL pipeline in Germany which connects Nord Stream to European markets. Gazprom would like to make full use of the pipeline, but the European Commission, the German regulator and Gazprom have not yet reached a decision on the conditions for an exception from the EU’s Third Energy Package that would allow Gazprom to control more than 50% of the capacities.

Again Athens finds itself at loggerheads with its creditors, particularly the IMF. Sowing Local Opposition to COP-21 in Paris
22 Jun 2015 by Chris Horner
Last week I had the privilege of addressing around two dozen academics, scientists, students, business- and other policy-interested people in Paris. They gathered as climate realists to discuss the upcoming Paris Conference of the Parties (“COP-21”).
Here’s the background: This winter’s 21st Conference of the Parties to the United Nations Convention on Climate Change is the preeminent annual climate confab. This year, like most, it will occur in a desirous city: Paris. There, thousands of diplomats will jet from all over the world. They will live well for two weeks. On the second Friday, they will stay up all night negotiating an agreement that promises to do something much later on, after everyone who’s currently in office is safely writing memoirs and giving lectures. They will declare greenpeace in our time. And then they will jet home.
This year, President Obama’s obvious intention is “politically binding” the U.S. to an international commitment in an effort to lock-in his Article II regulatory regimes. If the President can base the U.S. contribution on his administration’s regulations, then he can argue that said regs are “bigger than EPA” (and therefore inviolable) because at Paris we promised EPA regulations to the world. In the event his successor considers withdrawing EPA’s “global warming” regulations, this thinking posits, he or she risks polarization a la what George W. Bush experienced after asserting that he would not pursue Kyoto (with insufficient delicacy; he failed to instead emphasize that this continued the Clinton-Gore position). The same putative threat implicitly would hang over Congress’s and even the courts’ heads.
This somewhat oversimplifies things but, in short, Paris matters for reasons other than being yet another obvious means—among power grabs—with which the current president seeks to ignore the Constitution.
None of this was the focus of our discussion. Instead, we discussed the basic, and most glaring, flaws in the climate campaign, how to improve public understanding, and why we have to.
Having the French step up to assert the rationalist viewpoint is very important — no doubt that country’s media will be the most engaged come December, and set much of the tone for their counterparts, all of whom need to hear these arguments. To date, however, opposition to harmful “climate” policy (sneer quotes since no one actually claims these policies will have a climate impact for the human cost inflicted) has not been organized in France.
So, there should be some allies on the ground among locals when the U.S. climate-rationality contingent descends—typically CEI, Heartland, ClimateDepot, some U.S. lawmakers and, this time, I perhaps the Heritage Foundation. I did of course warn them to prepare for personal, nasty attacks in this, their first foray against the global warming industry. It still will no doubt come as a shock.
However, as (true) liberals they are energized to reclaim the moral high ground on energy poverty, bizarrely asserted by the climate industry busy inflicting the horrific social costs.
This was an inspiring group of people stepping forth now, after seeing the gathering storm of what policymakers are doing to their publics: France recently passed a law requiring a dramatic reduction in its use of reliable nuclear energy…to be replaced with renewables (pause, wait for…tears). This in a country that has increased its coal use, what should have been a teachable moment: “alternative” energy is no such thing. Ask Germany and Japan, among others. They aren’t keeping their lights on with Flubber and pixie dust, despite having been (previously, if no longer) hailed by Obama as places where renewables were being proved.
It will nice to be among some friends in Paris this December, an island of rationality mind the COP-21 energy poverty madness.

Europe is complicit in US and Israeli war crimes
Europe’s Complicity in Evil
June 25, 2015 Paul Craig Roberts
Sovereignty or Imperialism?
On September 5, 2009 I addressed an international conference in Austria on the subject of Europe’s subordination to the US and, thus, the absence of any constructive criticism of US foreign and domestic policies. Karel van Wolferen, whose website is http://www.karelvanwolferen.com, kindly reminded me of my address to the conference when he he sent it to me with his supportive response. Both are available below. You can see from my address and from Karel’s response that the reckless direction of US foreign and domestic policy has been known for many years. Yet the recklessness continues
Europe’s Complicity in Evil
By Paul Craig Roberts
[An address by Hon. Paul Craig Roberts, Ph.D., Chevalier, Legion d’Honneur, to Mut zur Ethik Conference, “Sovereignty or Imperialism,” Feldkirch, Austria, September 5, 2009]
There is a widespread supposition that Obama, being black and a member of an oppressed race, will imbue US foreign policy with a higher morality than the world experienced from Bush and Clinton. This is a delusion.
Obama represents the same ideology of American “exceptionalism” as other recent presidents. This ideology designates the United States as The Virtuous Nation and supplies the basis for the belief that America has the right, indeed the responsibility, to impose its hegemony upon the world by bribery or by force. The claim of American exceptionalism produces a form of patriotism that blinds the US population to the immorality of America’s wars of aggression.
Nothing is any different under Obama. Obama has escalated war in Afghanistan; started a new war in Pakistan; tolerated or supported a military coup that overthrew the elected president of Honduras; is constructing 7 new US military bases in Colombia, South America; is going forward with various military projects designed to secure US global military hegemony, such as the Prompt Global Strike initiative that intends to provide the US with the capability to strike anywhere on earth within 60 minutes; is working to destabilize the government in Iran, with military attack still on the table as an option; supports America’s new military African Command; intends to encircle Russia with US bases in former constituent parts of the Soviet Union; has suborned NATO troops as mercenaries in US wars of aggression.
How should Europe react?
Europe should disassociate from the United States and go into active opposition to US foreign policy. Europeans should demand that their governments withdraw from NATO as it serves no European interest. The two aggressive militarist powers, the US and Israel, should be sanctioned by the UN and embargoed.
Instead, Europe is complicit in US and Israeli war crimes.
Because of the Cold War, Europe is accustomed to following US leadership. The financial convenience of the shelter provided by US military power negated independent European foreign policies. In effect, Western European countries became US puppet states.
How does Europe escape from a subservient relationship of many decades? Not easily. The US is accustomed to calling the shots and reacts harshly when it meets opposition. For example, French opposition to Bush’s invasion of Iraq brought about instant demonization of France by the US media and members of Congress.

Israel clamps down on human rights organisations
"Magal said that the proposed law aims to prevent external criticism of Israel. "Foreign governments come and donate tens of millions of dollars to organisations that act against the policy of the Israeli government and slander Israel and the army of Israel," he told the Independent. "This has to stop." Such governments, he added, "can say whatever they want but when they spend all this money to change the policy determined by the democratic choice of Israel's citizens we have to put a stop to it."

The newspaper pointed out that Israeli human rights organisations played a key role in highlighting the violations of the Israeli government and army. It highlighted two groups - B'Tselem and Breaking the Silence - which will be affected significantly by the bill. The work of both groups was drawn on in the UN report on last summer's war against the Gaza Strip issued on Monday. The international fact-finding commission found that Israel and Hamas may have committed war crimes during the Israeli offensive."

Hypocrisy writ large. No criticism of Israel allowed. No telling of the truth allowed. Meanwhile Israel buys, blackmails and bullies members of foreign governments and manipulates their policies. Time for a backlash?

US manufacturing terror threat to save Israel: Scholar
Jun 26, 2015
The US government is spreading a false sense of fear from ‘Islamic terrorists’ as part of a foreign policy that seeks global domination and to launch military strikes against countries that oppose Israel, an American scholar and journalist in Wisconsin says.
“The entire media discourse about terrorism is a kind of social manipulation, a brainwashing program by experts in the manipulation of public opinion who’ve created the notion of terrorist threats in order to stampede people in the direction of social policies that they want to pursue,” said Dr. Kevin Barrett, a founding member of the Muslim-Jewish-Christian Alliance.

White House opposes Palestine’s bid to sue Israel
Jun 26, 2015
The White House has expressed opposition to a bid by the Palestinian Authority to prosecute Israel for war crimes in Gaza.
Palestinian Authority Foreign Minister Riyad al-Maliki has submitted a dossier to the International Criminal Court (ICC). The files detailed Israeli war crimes in Gaza and its illegal construction in the West Bank and East Jerusalem.
The files were prepared by a 45-member committee, appointed by President Mahmoud Abbas in February, and chaired by Palestinian Liberation Organization (PLO) negotiator Saeb Erekat.
They complement a preliminary investigation done by ICC prosecutor Fatou Bensouda into probable crimes on Palestinian territory.
The United States has “made clear that we oppose actions against Israel at the ICC as counterproductive,” National Security Council spokesman Alistair Baskey said on Thursday.

Why does Obama give a damn? If he nuked Tel Aviv tomorrow, the world wouldn't blink. He'd get no thanks 'cos all the US billions handed to the zionist Israeli regime have caused the deaths of 10s of 000s. Millions if Iraq etc are included.

Emails to Hillary contradict French tale on Libya war
French spies secretly organized and funded the Libyan rebels who defeated Moammar Gadhafi, according to confidential emails to Hillary Clinton that were made public on June 22.
Author Julian Pecquet Posted June 23, 2015
The memos from Clinton adviser Sidney Blumenthal contradict the popular French narrative about its intervention in Libya, raising fresh questions about a war that toppled a dictator but left chaos and radicalism in his stead. They were allegedly written by retired CIA operative Tyler Drumheller and released by a special congressional panel investigating the 2012 attack on the US mission in Benghazi.
The oft-repeated media tale in France holds that then-President Nicolas Sarkozy was outraged by Gadhafi’s crackdown on protesters in February 2011 but had no clear idea who to support. Enter a swash-buckling “intellectual,” Bernard-Henri Levy, who met with Transitional National Council leader Mustafa Abdul Jalil on March 4, immediately called Sarkozy, and had the French president invite Jalil to the Elysee Palace — and recognize the council as the country’s official government by March 10.
The emails to Clinton tell a distinctly less heroic story.

British Lord Accused of Raping Boys Inside Parliament
WHITEWASH 06.24.15
New charges against a member of the House of Lords claim he violated and tortured children—even inside the highest government offices. Why isn’t he being prosecuted?
LONDON — A current member of Britain’s House of Lords “violated, raped, and tortured” children inside the Houses of Parliament, it was claimed last night in one of the most shocking accusations yet to be heard in the country’s growing VIP sex-abuse scandal.
Britain’s public prosecutor ruled earlier this year that similar cases of sexual assault should not be brought against the alleged perpetrator, Lord Janner, because he was suffering from dementia. Police recommended the Labour Lord face trial on charges of six rapes and 16 sexual assaults alleged to have taken place between 1969 and 1998, but prosecutors decided the 86-year-old was unfit to stand trial.
The alleged child-abuse victims, some of whom say they were attacked by Janner as boys, say they believe the politician is being protected as part of an establishment cover-up, designed to protect Britain’s rich and powerful from the full force of the law, which continues to this day.
The horrific scale of sexual abuse against children carried out by powerful figures in British public life was laid bare last month, when police officers disclosed that they were investigating allegations against 76 politicians and almost 250 “persons of public prominence.” More than 100,000 alleged attacks have been catalogued by detectives since the police launched a series of inquiries into sexual abuse by people in positions of power.
Despite the public inquiry and police investigations, campaigners argue that British leaders are still trying to hide the worst of the abuse that has been perpetrated against children and teenagers over decades. Britain’s libel and defamation laws, which are some of the fiercest in the world, have also prevented victims from speaking out against their attackers.

US Pushes Russia Towards War
“The United States has intervened in too many countries without paying a high enough price.”
by Margaret Kimberley
This columnist recently said that “Russia Wins” in its handling of America’s attempt to eviscerate its influence and its economy. At the time those words were written Secretary of State John Kerry met with Vladimir Putin in Sochi, Russia. The meeting appeared to be an admission that the imperial power grab was not working out as Washington hoped. Among other things, Kerry was concerned that the Ukrainian tail was starting to wag the American dog.
In a public statement he warned Ukrainian president Poroshenko, who threatened to retake Crimea and the Donbass. “We would strongly urge him to think twice not to engage in that kind of activity, that that would put Minsk [accords] in serious jeopardy. And we would be very, very concerned about what the consequences of that kind of action at this time may be.” Barack Obama promptly tossed Kerry under the bus upon his return home.
Kerry’s subordinate Victoria Nuland and the United Nations ambassador Samantha Power repeated the very words that Kerry warned against and contradicted everything he said. Power went to Kiev to sing the praises of the Ukrainians in person. She didn’t have to mention Kerry by name, her presence alone said that he and any talk of diplomacy were on the outs. Of course the meeting between Kerry and Putin had to have been approved by president Obama, but just one month later it appears to have been a figment of the world’s imagination.
“Russia has every right to arm its own territory.”
In the battle to stay on top of the world and remain in control of it, Washington inevitably lurches back and forth in its policy decision making. Now they and their scribes in corporate media have settled back into comfortable territory, simultaneously vilifying the Russian government and endlessly repeating anti-Russian propaganda.
A recent New York Times editorial with the grandiose title, “The Fantasy Mr. Putin is Selling,” claimed that president Putin has a “willingness to brandish nuclear weapons.” There was no mention of America’s unilateral withdrawal from the Anti-Ballistic Missile treaty in 2002. Not content to tell one lie the Times then criticized Putin for “aggressive behavior, including pouring troops and weapons into Kaliningrad, a Russian city located between NATO members Lithuania and Poland.” Of course, Russia has every right to arm its own territory. The Times also neglected to mention that the American military are positioning weapons and holding training exercises in Ukraine, Poland, Romania and the Baltic states that border Russia. It seems that those provocations are not deemed worthy of mention.

The Tory government has already backed out on one of their manifesto pledges as they abandon funding for key railway upgrades to major lines.
The planned train upgrades were to take place in the Midlands and the north of England. The decision taken to scrap the much needed upgrades were taken despite having spent much of the campaign promising to distribute power and wealth across England and to create a ‘Northern Powerhouse.’
Transport Secretary Patrick McLoughlin has insisted that the plans are only ‘paused’ at the moment, but did shift the blame onto railway chiefs, saying they went over budget and failed to properly plan for the future.

Queen to get £43mn from Treasury

Sky high UK rents highest in Europe

Private tenants in the UK are paying more for their rents than those renting in other parts of Europe, according to new research by the National Housing Federation (NHF).
The NHF, which represents housing associations in Britain found people renting in the UK pay a monthly average of €902 (£750) compared with the €481 (£400) average being paid in other parts of Europe.
The new figures show private tenants in Britain spend almost 40% of their total monthly income on renting their homes while those in Europe spend only 28% to rent.

Britain pledges NATO commitment extension
Jun 21, 2015
British Defense Secretary Michael Fallon says the UK will commit 1,000 troops to the NATO rapid response force for another three years.
Fallon has said that around 1,000 troops will serve until 2021, claiming that “no country in Europe is playing such a strong global role…this step-up in our international defense effort is needed because the world is becoming a darker place…those who belittle our armed forces' efforts fail to recognize that our national security depends on tackling the causes of instability, not just treating the symptoms.”
The ruling conservative Tories have hailed the news, saying it displays their commitment to Britain’s armed forces and their response to global events. They have consistently mentioned Russia as one of the greatest threats to peace.
Will they fight alongside nazis in the Ukraine, terrorists in the ME and NA or some other despicable and illegal work elsewhere for the state terrorism org NATO that is the hegemonists' armed forces?

UK enemy of humanity underhandedness on display
UK guiding US deadly drone strikes: Snowden
Jun 24, 2015
Documents provided by the former US National Security Agency (NSA) contractor have shown that British intelligence service aided Washington's controversial targeted killing outside recognized war zones, two reports say.
Documents leaked by Edward Snowden show tight cooperation between the NSA and Britain's Government Communications Headquarters (GCHQ) relation to drone strikes outside recognized war zones, The Guardian and The New York Times reported on Wednesday.
The reports indicate that GCHQ may have given American intelligence agencies essential intelligence before a 2012 US drone strike in Yemen.
The files shed light on a joint US, UK and Australian program codenamed Overhead, which was aimed at developing individual tracking abilities - essential to drone strikes in both Yemen and Pakistan.
Jemima Stratford QC, a leading barrister, was requested by The Guardian to review classified documents provided by Snowden.
“Assuming that the documents which I have seen are genuine, in my view they raise questions about the extent to which UK officials may have had knowledge of, or helped to facilitate, certain US drone strikes which were not carried out in the context of an international armed conflict,” Stratford said.
“These documents underline why greater transparency as to UK official policies would help to ensure legality from a domestic and international law perspective,” she added.
British officials have so far refused to comment on the reports or give any information about involvement with the US assassination drone programs.
"officials have so far refused..." Not in the interests of... Who? Themselves. Voters may see them for what they are. Maggots working against the best interests of the UK (us) and the world for the 1%.

Once Blair is nailed I wonder whether it is possible to go after
- weapons manufacturers and their salesmen (e.g. Cameron) for complicity in the illegal murders of 100s of 000s in the illegal interventions in Iraq, Afghanistan, Libya etc. and
- the politicians that enabled the crimes along with
- the Bilderberg organisation and its voting participants (members e.g. Cameron, Hague, Osborne) that approved the attacks and
- the UNSC for duping Russia into believing that the NATO, UK, US, FR, IT, KSA, IL etc and esp. Qatar destruction of Libya was humanitarian and
- the media that told lies that got the UK sheeple to believe that it was justifiable and legal before, during and after.

Well, what has it taken, 60 something years since Khazar jewish terrorists went into Palestine with UK and UN written permission before they were almost successful in getting the Israeli regime hauled into the ICC dock?
That is enough as sadly the ICC is by all appearances a hegemonist "guided" entity.
But the world will know en masse, not just that the IL regime is accused of being a terrorist entity but that the ICC is complicit by its partial findings. EU, US, commonwealth regimes part of it goes without saying.

When there is a 140lb gorilla in the room (the Sun) aided and abetted by a 170lb gorilla (water vapour), newspaper writers still, even now with a planet sized load of evidence, blame CO2. Towards the demise of their offspring.

On 26 June 2015, there was a false flag attack at Port El Kantaoui, near Sousse, in Tunisia.
Reportedly, at least 30 people were killed.
In early May 2015 there was an influx of Jews to Tunisia.
The official reason was a Jewish pilgrimage to a synagogue in Tunisia.
"Some 500 are expected in Djerba for the two-day religious festival from France, Israel, Italy and Britain, according to the organizers."

In Port El Kantaoui, the gunmen arrived at the beach on an inflatable boat.
The attackers first opened fire at tourists on the beach.
They then entered the Imperial Marhaba Hotel and began firing from the machine gun that they carried in an umbrella case.
They also carried grenades, according to witnesses.
The Riu Bellevue Park is also believed to have been attacked.
Reportedly, one gunman was killed.
The attacks in both France and Tunisia could indicate an attempt by the USA and its allies to mould public opinion before launching a full scale invasion of Syria.
