'Blood and treasure’: US defense chief pushes global military engagement

Facing a trillion dollars in cuts over the next decade and a declining appetite for engagement abroad, Pentagon chief Chuck Hagel attempted to rally the faithful as the US struggles to maintain its massive worldwide military presence.
With around 47 percent of Americans saying the United States should take a less active role in global conflicts, Hagel, speaking to the Chicago Council on Global Affairs on Tuesday, sought to assure the public that America’s massive military stamp was first and foremost done for their benefit following more than a decade of war and inevitable defense cuts.
It only forces us to be more engaged later — at a higher cost in blood and treasure, and often on the terms of others,” he said. Hagel said staying engaged with the world was not an act of “charity” but a matter of practical national interests.
Although Americans today are increasingly skeptical of foreign engagement and global responsibilities, it is a mistake to view these responsibilities as a burden or as charity,” Hagel told the audience. “Let us remember that the biggest beneficiaries of American leadership and engagement in the world are the American people.”
Hagel said investment for America’s global military presence, which includes 400,000 troops in 100 countries, is necessary to help build a peaceful, free, and stable world. He further warned of the perils of isolationism, which would inevitably come back to haunt the US.
Turning inward, history teaches us, does not insulate us from the world’s troubles,” he said.

Despite inevitable cutbacks, Hagel argued that the US military and its allies should not only be strengthened, but deployed with greater frequency.
Even as we shrink our military’s size…we must continue strengthening the capabilities of our allies, forming new alliances and bolstering old ones, and investing in collective security arrangements,” Hagel said. “We want our soldiers, sailors, airmen and Marines active around the world, deploying with greater frequency and agility, with the skills and expertise needed to build security capacity in each region.”
Turning his eye to Capitol Hill, Hagel hammered Congress for imposing steep, “irresponsible” automatic budget cuts while at the same time resisting the military's main proposals for making them.
"Even as Congress has slashed our overall budget, they have so far proven unwilling to accept necessary reforms to curb growth in compensation costs and eliminate the Defense Department's excess infrastructure and unneeded facilities," he said.
Hagel named cuts to military pay, aging weapons systems, the size of the armed forces, and the closure of military bases popular with lawmakers and their constituents that should face the chopping block.
Referring to two aircraft that Congress is loath to mothball, Hagel argued that the A-10 aircraft, which provides close air support for combat troops, and the U-2 spy plane were not up to task in the modern world of sophisticated air defenses.
"Continuing to limp along with 50-year-old platforms, no matter how good they were or how effective they were, we don't have that luxury," he said. "We've got to build for the future. ... Congress has to be a partner with us."
Hagel said that the Defense Department instead needs to focus on countering high-intensity threats from sophisticated adversaries, including irregular forces, cyber terrorists and those closing in on the US technological lead.
He said this would require major investments in next-generations weapons systems, increased cyber and space capabilities, a bolstering of unmanned systems, along with precision strike and intelligence platforms.
Hagel’s stress on capabilities is part and parcel of DOD strategy which would ensure US forces maintain their edge in arms, equipment and technological superiority.
I’m not interested in a fair fight, and I don’t want to be capable of only fighting the last war,” Hagel said.

Putin’s Ukrainian U-turn.

That was the effect of his words on May 7th, one of the few public occasions he has spoken formally about the crisis in Ukraine. Mr Putin urged the pro-Russian separatists in the east of the country to postpone the referendums they planned for this weekend. He said that he saw Ukraine’s presidential election due on May 25th as a “step in the right direction”, contradicting his own foreign minister, who has repeatedly called it absurd. And he reported that he had ordered Russian troops to pull back from the border.
A few welcomed this as the turning-point in a crisis that has now escalated into a low-intensity war. It is to be hoped that they are right. But many more, including this newspaper, will greet Mr Putin’s words with due scepticism. Throughout the crisis, Russia has said one thing and done another. Even as the diplomacy takes its course, the West must sustain its pressure on Russia and its support for Ukraine.

As the Ukraine situation has worsened, unconscionable misinformation and hype is being poured on Russia and Vladimir Putin.
Journalists and pundits must scour the Internet and thesauruses to come up with fiendish new epithets to describe both.
Wherever I make presentations across America, the first question ominously asked during Q&A is always, “What about Putin?”
It’s time to share my thoughts which follow:
Putin obviously has his faults and makes mistakes. Based on my earlier experience with him, and the experiences of trusted people, including U.S. officials who have worked closely with him over a period of years, Putin most likely is a straight, reliable and exceptionally inventive man.

He is obviously a long-term thinker and planner and has proven to be an excellent analyst and strategist. He is a leader who can quietly work toward his goals under mounds of accusations and myths that have been steadily leveled at him since he became Russia’s second president.
I’ve stood by silently watching the demonization of Putin grow since it began in the early 2000s –– I pondered on computer my thoughts and concerns, hoping eventually to include them in a book (which was published in 2011). The book explains my observations more thoroughly than this article. Like others who have had direct experience with this little known man, I’ve tried to no avail to avoid being labeled a “Putin apologist”. If one is even neutral about him, they are considered “soft on Putin” by pundits, news hounds and average citizens who get their news from CNN, Fox and MSNBC.

You know, I'd really like to be able to say that our prime minister sounded like the only reasonable politician of our time or, even better, one of the most reasonable amongst a host of leaders we can be proud of. But it just isn't possible because it is so far from being true.

I was struck by suggestions that the positive takes on Putin on comments sections were being made by shills. It indicated for me just exactly how far out of touch our leaders are. They simply cannot accept that their people are actually against them and in favour of Putin's more reasonable approach. They believe their own propaganda and narrative.

Libya, Syria and now Ukraine and the people of those countries have been having a rough ride (to put it mildly) over the past few years. Anyone who can't see by now who the warmongers are just doesn't want to see IMO.

The most humanitarian and reasonable leaders I have listened to in that time have been Gaddafi, Assad and Putin. A couple of the other Russians also talk a lot of sense. I hate to have to say this, but it is the truth. It's bad when you have to put your hope and trust for the creation of a better world for everyone in the leaders of countries you've been brought up to think of as a danger to you. But that's what we have come to.

Who will kill the beast of war that FUKUS is? Somebody needs to confront it and put a stop to its rampages. If that someone is Putin, then so be it. And I hope he does.

I let through most of your anti Putin propaganda and rhetoric even though it is a common theme throughout Western media and needs no further platforms but when you accuse based on belief and use that belief to attack, those comments get binned.
Wrt your faith it was Putin, it could have been the Russian intelligence acting without permission as the CIA often acts. It could have been MI5/6, even someone that had other reasons to want him to die a slow death. I favour some Western secret service. They set up Gaddafi with WPC Fletcher, Lockerbie, Benghazi and other crap. They kill regardless of the innocents to achieve agendas. Gods know how many more innocents have been killed to achieve other aims using false flags, 7/7 comes to mind.
So cut it out or comment in vain.

Dear clothcap, thanks for posting my anti-Putin propaganda, which you most certainly should, considering the nature of your own anti west propaganda postings. You are quite right that Putin may not be directly responsible for Alexander Litvinenko's poisoning and that other agents, either western or Russian, may be responsible. We simply don't know for sure. What we do know for sure, from an historical perspective, is that Russian leadership is most certainly not beyond suspicion for carrying out its own evil acts that are similar to the ones you frequently accuse the west of doing. To think that Russia has a government that is morally superior to those of the west is somewhat nullified by the historical record. If you weren't so biased towards the west, you would find Litvinenko's accusations of KGB black ops as compelling and worthy of posting as you do your conspiracy theories concerning the western powers; after all the man had inside knowledge, being a KGB operative.
I find your threats of not posting material that puts people like Putin in the same light as your conspiracy theories concerning western leaders and their motives highly hypocritical to say the least. I think you should be more objective and realise, as I do, that none of these bastards in power can be favoured one above the other and that they have all been proven to engage in black ops, ect to achieve their political and personal objectives. It just seems to be par for the course with people who fall prey to the lust for power and wealth. Those that remain in power the longest, because of a lack of democracy or totalitarianism, seem to become the most swollen headed and corrupt. After all, you of all people won't deny the obvious truth in Lord Acton's adage that, "Power tends to corrupt, and absolute power corrupts absolutely. Great men are almost always bad men."

US, NATO absurdity continuing in Ukraine
The Kiev gang that can't shoot straight continues to make a bad situation worse. They are learning that taking over a country when you have the great powers and Victoria Nuland's $5 billion behind you, and running it... are two different things.
Ukraine's UN ambassador reports that Kiev has fulfilled the de-escalation requirements of the four-way agreement. The Ukrainian army is still deployed in the East, a hugely destabilizing factor which creates incidents that could touch off a civil war at any moment.
Because Putin and Lavrov have played such a cool hand in all this, John Kerry finds himself reduced to accusing the Russians of things that could happen in the future, some kind of diplomatic time-travel exercise or some exotic drugs of some sort. The Russians have said over and over they have no intention of going into East Ukraine. That would aggravate the situation greatly and play directly into the hands of the US for more sanctions. And the US loves sanctions!
So Mr. Kerry up and says now that “hot consequences” could result not only from a Russian military intervention, but by some triggering act inside Ukraine, which Kerry conveniently indicts the Russians for. There is no mention of how many agents the US has had creating all kinds of mayhem in Ukraine for a number of years. And what about the Israelis we like to borrow from time to time, like we did for the Georgia attack?
And like the Persian Gulf states were used to provide a second-flank terror war in Syria, we have learned of a morphed version of that tactic where Poland, a client state of Israel and NATO, gave extensive training to a large number of Maidan Square terrorists. By killing a whole bunch of people, they successfully took the government down right after a concession agreement had been signed and the ink was still damp.
We had the attempted sniper killing of the Donetsk mayor while out riding his bike. He survived, but may have a permanent spinal injury. European Union observers are caught spying in East Ukraine while sightseeing during an “unofficial visit.” And part of a team of Alpha-unit special operations officers were caught while on a kidnapping mission to get one of the protest leaders.
This is what interim-president Turchynov calls fulfilling the de-escalation requirements. He trots out some news of decentralization and more autonomy legislation as evidence of his good intent. But his government has refused to negotiate with the East Ukraine protest movement, or to disarm the nationalists. I predicted early on they would keep them in play as a palace guard and a political terror arm against the regime opponents. So far I am right.

Ukraine: Eight Killed As Putin Lands In Crimea
Eight pro-Russian militants have been killed in eastern Ukraine as Vladimir Putin landed in Crimea for his first visit since Moscow annexed the peninsular, say reports.
Ukrainian troops used large-calibre weapons as they tried to take an occupied police HQ in the southeastern port city of Mariupol.
Sky's Katie Stallard, in Mariupol, said there is black smoke over the city and heavy fighting.
She said the police HQ was taken by pro-Russian gunmen on Thursday night, and Ukrainian forces are now trying to retake it.
The building holds one of the largest armouries in the city, and separatists are using the weapons to defend their position.

The June 6 commemoration would mark the first time Putin and Western leaders have come face-to-face since the outbreak of the crisis in Ukraine. The U.S. and Europe have condemned Russia's provocations, ordering sanctions on Putin's inner circle and cutting Russia's ties to some international organizations.

Deal breakdown leaves 270 rebels trapped in Syria's Homs
HOMS, Syria (Reuters) - Around 270 Syrian rebels granted safe exit under a complex deal with President Bashar al-Assad's forces are being held in Homs by the army after insurgents elsewhere failed to uphold their side of the agreement, Syrian officials said on Friday.
Following a year of siege, around 1,200 rebels and residents in the Old City of Homs left the city on buses this week in exchange for the release of dozens of captives held by rebels in the northern provinces of Aleppo and Latakia.
Officials said rebels had also agreed to allow aid into two northern Shi'ite towns besieged by the opposition, Nubl and al-Zahraa, but as of Friday a convoy of food and medical relief was stuck at insurgent checkpoints outside the towns.
The officials, who spoke on condition of anonymity, said that the remaining 270 rebels will only be let out of Homs when the aid reaches Nubl and Zahraa.

Israel Assassinates Syrian General
The respected publication,Intelligence Online, reported today that Samir al-Sheikh, the Syrian general responsible for intelligence operations in the southern sector bordering the Golan Heights, was assassinated on April 13th. The publication notes that the typical Syrian resistance means of assassination are booby-trapped cars or grenades. This killing was committed with a gun fitted with a silencer, indicating a different likely author of the crime.
The Hezbollah-aligned Al Akhbar noted that no Syrian resistance groups took responsibility for the killing. It also said:
General al-Sheikh is one of the most senior Syrian army officers who runs the security branch responsible for all the Syrian borders, especially the southern borders with the Golan Heights and occupied Palestine.
While official Syrian sources refuse to comment on the issue, informed security sources told Al-Akhbar that “the assassination of al-Sheikh was done in a professional manner and is very similar to operations conducted by Israeli military intelligence and the Mossad against Syrian officers and scientists.”
My Israeli source confirms the hit was organized by the Mossad. The general was targeted because recently he’d begun using Hezbollah fighters (Hebrew) to infiltrate the Golan and mount operations against the IDF. In a separate incident, a bomb exploded (Hebrew) next to an IDF patrol alongside the military fence wounding four soldiers, one of them severely. These operations were thought to be the work of Gen. al-Sheikh.
Interestingly, there has been no coverage of the Syrian assassination in the Israeli media at all, which suits the Mossad just fine. If they’d wanted this murder known widely as a form of deterrence or boasting, they’d have gone out of their way to leak it to the Israeli media.

Worse Than We Thought! Man-Made Climate Change? No, Natural Climate Variability.
A new study by researchers at Brigham Young University finds that the Dust Bowel drought of the 1930s barely makes the top 10 list of the worst droughts of the past 576 years in southern Utah. The study also finds a 17th century wet period that exceeds any period of heavy rainfall in the 20th century and “dwarfs the 1980s wet period that caused significant flooding along the Wasatch Front.”

We present a 576-year tree-ring-based reconstruction of streamflow for northern Utah’s Weber River that exhibits considerable interannual and decadal-scale variability. While the 20th Century instrumental period includes several extreme individual dry years, it was the century with the fewest such years of the entire reconstruction. Extended droughts were more severe in duration, magnitude, and intensity prior to the instrumental record, including the most protracted drought of the record, which spanned 16 years from 1703 to 1718. Extreme wet years and periods are also a regular feature of the reconstruction. A strong early 17th Century pluvial exceeds the early 20th Century pluvial in magnitude, duration, and intensity, and dwarfs the 1980s wet period that caused significant flooding along the Wasatch Front.

If you think the 1930s drought that caused The Dust Bowl was rough, new research looking at tree rings in the Rocky Mountains has news for you: Things can get much worse in the West.
In fact the worst drought of this century barely makes the top 10 of a study that extended Utah’s climate record back to the year 1429.

With sandpaper and microscopes, Brigham Young University professor Matthew Bekker analyzed rings from drought-sensitive tree species. He found several types of scenarios that could make life uncomfortable in what is now the nation’s third-fastest-growing state:
- Long droughts: The year 1703 kicked off 16 years in a row with below average stream flow.
- Intense droughts: The Weber River flowed at just 13 percent of normal in 1580 and dropped below 20 percent in three other periods.
- Consecutive worst-case scenarios: The most severe drought in the record began in 1492, and four of the five worst droughts all happened during Christopher Columbus’ lifetime.
“We’re conservatively estimating the severity of these droughts that hit before the modern record, and we still see some that are kind of scary if they were to happen again,” said Bekker, a geography professor at BYU. “We would really have to change the way we do things here.”
Modern climate and stream flow records only go back about 100 years in this part of the country, so scientists like Bekker turn to Mother Nature’s own record-keeping to see the bigger picture. For this study, the BYU geographer took sample cores from Douglas fir and pinyon pine trees. The thickness of annual growth rings for these species is especially sensitive to water supply.
Using samples from both living and dead trees in the Weber River basin, the researchers built a tree-ring chronology that extends back 585 years into Utah’s natural history. Modern stream flow measurements helped them calibrate the correlation between ring thickness and drought severity.
As Bekker and his co-authors report in the Journal of the American Water Resources Association, the west’s climate usually fluctuates far more than it did in the 1900s. The five previous centuries each saw more years of extremely dry and extremely wet climate conditions.
